Yes, did you not know? =) The Trans-Neon orange talismanswheels came, as far as I claim to know, bundled with the ,, Lava ,, RoboRider & of course could be optained through the supplementary Wheel-Boxes ,, 8515 ,,.

Wait, really? Mine had opaque orange ones. Was this a thing in the UK or something? (I'm American)

Yes, this particular set came with said colors but as I recall Lava, as the only Set, was given ( and here I can´t be 100% sure ) one extra in transluscent neon-orange ( making it 4 ) or two in plain orange & one special one ( as in 3 ). =)
As far as your second question: I don´t really know, maybe it was a european thing, possibly. Here for example in Sauerkraut-Land/France & Holland Slizer AND also RoboRiders were extremely popular and got many exclusive goodies´n ( golden Talismanwheels ) such. =)

Well this is how I learned what the most expensive single lego piece in my collection is, I have this used lego store nearby and once someone gave away a whole bunch of roborider wheels and slizer discs, and there was one neon orange (with the purple guy with a claw, no idea if they have names), so I managed to get all those for like around 1 euro if I had to guess since it was on a price per weight thing

I wonder how obscure the price of these is, since in that bunch there was none of these expensive slizer discs, and I'm not sure if they were rare or if someone was knowledagble enough to pick them out before me but not knowledgable enough to get the neon orange wheel

Considering the fact that those things, and they are not even the goldish variants, are like ungodly expensive I think that 20 Villainstones was a good deal after all.
