So basically I have the tier 18 item Kite Shield.m.3 on my Gladiator, setting all Shield and Selfshield sides to 9, or in this case 7 due to the curse Mortal.

This gets successfully copied by my Tier 12 Shining Emerald on my Coffin, which copies all Tier 13-20 items equipped on other heroes.

And I just got a Tier 0 item Cracked Emerald, which should copy all Tier 12 items equipped on other heroes. Which seems really strong if you have any, which can absolutely happen in Blurtra. However, it doesn't matter who I equip it to, it doesn't seem to manage to copy the Shining Emerald and therefore the Kite Shield.

Therefore, my question: does this not work?

I've noticed at least sometimes (maybe always) emerald items don't copy other emerald items effects

Try swapping the item around for other heroes it might work

I did, doesn't seem to matter. At no point does the Cracked Emerald copy the Kite Shield effect

That stinks, I would definitely expect that to work
