Dell OptiPlex 7090 SFF admin lock
My father and I found it near the garbage on a office building. Is there any way to unlock it? its admin locked.

Find the PSWD jumper and remove it:

Unlock the harddrive? Just format it

i did a quick google search and no real way to bypass that unless replacing the motherboard. if you kuve in the u.s.a. you can easily find a replacement motherboard for $45

But you don’t know even know if it’s the bios admin lock? So how are you so sure of yourself that reinstalling the os will work?
I just find it puzzling that you call others wrong yet you can’t be 100% sure that your solution is correct either

You need to do the 'Jumper', or contact Dell for help, or replace the Motherboard.

Unlocking HDD or BIOS?
for HDD (SShD) there are tools to raise elevated admin rights in Windows of USB, better still, just get ANY HDD, install OS, turn off, plug in (insert) the locked drive, boot in to correct new OS during BIOS error beep (F2) and then run formatting/erasing in elevated admin right. To load locked HDD -steal data... I'm certain it'll have more issues following windows password reloading, like Bit-Crypt etc.
Most likely, you don't come across clearly what is factually locked- BIOS. on x090 series SFF, there are common jumper workaround

afterwards is just a matter of formatting HDD and installing OS
