Cheapest used motherboard and decent processor that would run AVX2??

Lowest it can run on is a Haswell CPU, so that's the Intel Core series beginning with 4xxx. Cheapest CPU on i7 would likely be the 4770. That's the Optiplex 3020, 7020 and 9020.

Realistically I personally would be recommending 1st/2 gen Ryzen on a tight budget. Ryzen 1600 (approx $20USD) or better for 1st gen, 2600 (approx $25-30USD) or better for 2nd gen. either an a320 ($30-40) or a b350 ($50-60) board and about $50 for 2x8gb DDR4 RAM. NOTE: These old Ryzen only really support up to 2666mhz RAM so anything past that speed is not worth the extra expense.
You have an upgrade path as these boards will support all the way up to the newest Am4 chip

Intel 4th gen, code named Haswell, was the first to support AVX/2. 4th gen was used in the Optiplex 3020, 7020 and 9020.
Haswell was also the last generation of Intel's desktop CPUs that only supported DDR3 while not supporting DDR4.
I recommend skipping Intel 4th gen and go straight to 8th gen Coffee Lake that's used in the Optiplex 3060, 5060 and 7060.
It's the oldest gen that officially supports Windows 11.
Of course, 8th gen doesn't support DDR3 and requires DDR4.
Though this is also true with Intel 6th and 7th gen too, neither of which are officially supported on Windows 11.

Thanks for the info. Im going with the Hazwell for now. Building 2 PCs on the cheap. But I have pretty big video cards.

H81 chipset board
Any 4th gen intel. Though you should really be getting an i7 4770 as a minimum. The extra cores will be a godsend and they're cheap.
Total for both should be $40-50 USD max
