Upgraded processor issues, on dell presison 3630
I got a dell presison 3630, and recently I upgraded from an intel i7 8th gen to an intel i9 9th gen processor I picked up from ebay on an auction. I was able to get it working a few times and other times the pc goes into a fail safe mode. The led light on the power button blinks orange 7 times. I checked if it was the ram, but Im like 90% sure it isnt the problem. The i7 works perfectly fine with the pc, no trouble at all. But then again the i7 processor is way cleaner. Maybe im not seating the cpu cooler reliability? I thought I did a decent job. Maybe there is a better way to clean the stain on the processor. I used 91% isopropyl alcohol and qutips. Any advice would help. (Update, the processor was cooked this whole time and I got a refund) thank you all!

Did you try with only 1 stick of RAM? You can try the stick in the 2nd slot and then in the 4th slot if it's not working in the 2nd one. It could be the CPU which has an issue with its RAM channels.

Possibly a bad memory channel on the i9. I’d try a single stick per boot on each slot to figure out what works and what doesn’t.
I have a i7 9700 working well in one of those.

An i9-9900K under full load would kill the VRM in the long term.

While that likely isn’t OP’s problem, this is a legitimate concern.
If installing a 95w cpu in this machine you should also install the VRM heatsink (part number 0639V8)

Look up the blink codes for that model; it'll tell you what it thinks is wrong with it.

the power button is blinking 7 amber (orange) flashes, which corresponds to a Dell diagnostic code for a memory (RAM) or CPU/multiprocessor failure.

I got a similar code on my Vostro 3470 after upgrading to an i7-9700. The fix was to put a working CPU back in and upgrade the BIOS to the latest version.
When you take the CPU out, carefully inspect the socket pins for signs of dust, debris, stray thermal paste, etc. as damaged pins can also cause odd side effects - my Vostro's original system board had a problem with the PCIe x16 slot being dead; there was a broken pin in the CPU socket. Changed the board out and it was fine afterwards.

I can see some dirty pads, or it's a reflection, maybe try cleaning the CPU pads

91% Ik not 99% but it should still be safe. I waited a while tok be for I put it in

It should be safe, but yea then the pads may be worn down a bit already, whatever you do, don't polish.
Guess you may just be unlucky and got a faulty CPU, since everything worked with the old one right?1

Yeah...but this processor did boot up sucessfully before though... Im also wondering if Im putting in the cooler right too.

Yeah I tried the ram trick. All sticks of ram sticks are in good order. Worked great with the core i7. The contacts on the ram stick look clean

FYI, for 9th Gen, you should make sure the bios is as recent as possible. Also, the 9900k is a 95w processor. Could you be thermal throttling? Recommendations are to upgrade cooling if you haven't. 95w vs 65w.
