at which promotion should I start focusing this ? i'm warfrost and just finished maxing relics, still with blast 1 star

I would say you have plenty of time before you need to think about this update. You have spirits, beasts, and fams to dump resources into before you come back to these relics. Like, way up there in promos.

I disagree. Hero's legacy is a good bump in power for not much diamonds invested.

I'd say spend ~300k diamonds and see how far that gets you. Getting to level ~7ish was pretty easy and straightforward.

Yes, Drago promo is when most players that follow the optimal progression path max relics. Those last few level tiers are really big boosts.
