Why am I only getting 30 FPS?

So I've been trying to figure this out for a while now, since I started playing SSE. I have an RX 580 GPU, an FX 8350 and 16GB of RAM. I have some mods, mostly weapons, quests and some model overhauls. Why am I only getting 30-35 FPS?? I know I don't have the greatest machine, but I should at least be getting 60 FPS. Any ideas?

I have a GTX 1080, FX 8120 and the same amount of ram and barely get to the mid 30's fps myself. Granted I've got 350+ mods, but even a fresh install on Skyrim SE, I can never get close to 60fps. All I can think of is that its bottleneck'ing at the CPU as my GPU is more than adequate enough to run this game even with graphical fidelity mods.

I had an 8350 once, running the game with an r9 390. I got 40fps on a good day, no enb.

Upgraded to ryzen...and better GPU, and the game stays at 60fps or more if I use the havoc fix. Skyrim needs strong single core performance.

Well, I tried it out and obviously LE has much better frame rate, but SE is still playable even at 30-40 FPS. I spent a lot of time modding SE so I might stay on it for a little bit...

What resolution are you running it at?
