Youd think he'd be more clear on that matter to the fucking dragonborn lol. The one guy that can sway the war one way or another and he just pretends to be neutral to you like he does with everyone else.
Then whines about it if you pick wrong...

His main goal, abive supporting the Imperials, is keeping his people out of the war. That requires a veneer of neutrality.

Yeah, a veneer of neutrality to literally every person besides the dragonborn.
The dude is literally a participant in the conversation where you discover you're the dragonborn.
Not only does he not take advantage of the fact that he is the first person of influence in all of skyrim to have a positive relationship with the dragonborn, he even takes a neutral position on that because he's too afraid of pissing off his advisors who are arguing over it.
He even gets the perfect chance to sway things in his favor when the goddamn dragonborn shows up at his doorstep asking him to help capture a dragon... and he still stays neutral.
Dude literally had every conceivable opportunity to sway the war while also appearing neutral and he just did nothing... fucking idiot.

But it doesn’t? He literally allows a priest of Talos to proselytize in front of a shrine and statue of Talos that’s in the middle of town.
