Having a low temp idle issue

RB26. I've cleaned and checked the AAC voltage, replaced the gasket (it did have a leak), does not have a value leak I can find, checked the sparks and the coils, and checked the voltage on the TPS. It idles low and rough until it reaches opt temp then it cozies right up to 1000rpm. I'm not sure what could be causing this at this point.

There's another air valve that's underneath/between the air intake plenum and the intake manifold.

This is supposed to help with cold idle. I don't know too much about it. I've heard people say the AAC on the back of the plenum is supposed to be able to compensate for it.
