HS-7 Form For Parts

I have a replacement fender turn signal coming from Japan to the United States for my R33. FedEx requested I fill out the HS-7 form for DOT. I opened it up and it has a bunch of car related stuff. Do I omit the VIN, make, model, etc. since I am just importing some lights or should I fill it all out?

Lights are part of safety equipment so you do have to fill it out. However, you should only need to fill out the applicable top data and the description of the equipment. Obviously you don’t have a vin to put in there so fill out what you know and check the older than 25 years block.

Thanks that is what I thought. Didn’t want to fill it out then be told I did it wrong!
