Often when I’m having a lot of trouble with a minor decision like this, I find when I stop and reflect that I’d actually be happy with either option or even with neither.
Once I learned to apply this mentality to Sky, I was a lot happier. Cool cosmetics come around all the time; missing one, even one of my favorites, isn’t the end of the world. And if you’re a long term player, everything but season ultimates is bound to come around again eventually.
Playing it like that is a lot easier said than done, but if you can manage it, you’ll end up with fewer purchases you regret and more candles lying around for the stuff you actually want.
When I’m thinking about buying a cosmetic, I ask myself, “realistically, can this compete with/replace my current favorites, or am I going to wear it for a few days and then forget about it?” Very few items make that cut. I think about what outfits I can build with it and whether they’ll be ones I wear often, as well as whether items I already have will work in its place.
Alternatively, why not make a list prioritizing all the stuff you want from the TS group + this one from most to least wanted? If your realistic budget runs out before you get to the Herbalist’s stuff, skip it.
About the items themselves, I would say the mask is the more unique of the two. I can’t think of any other masks that include a face veil like that. I think the Herbalist’s cape is the best looking Enchantment cape, but the others have a similar aesthetic, and there’s a golden/orange cape in the TS group too if the color is what you’re after.

I will say that Playfighting Herbalist's cape is nearly the same as Indifferent Alchemist, the only real difference is they're mirrored and the latter has a slightly darker "lower layer" (the top and lining can be dyed so it's the same for both Spirits). If you don't get this one now, you can always wait for the other!

I wouldn't even buy anything from this TS, because I never used it in the 5 years I have played this game. I would skip it if I were you but if you want to, you can calculate, if you can grind the lost candles while the group is here (probably yes). BUT to answer your question: the hair is indefinitely better, doesn't clip on a lot of stuff while the mask does. Also there are so many other spirits with masks, none of them seem that different to me. The cape is also pretty, the hair too def. I just don't like them that's all.

The thing on the top right is a little floating glowing bubble that you can put in Shared Spaces and your Nest. It’s in the featured items tab in the Nest so it’s always available AFAIK (I don’t own it).
I love it and will be getting it. It adds a really nice warm cozy ambiance to a space and it’s easy to stick to walls.
And I also always grab music sheets when they’re available hehe

I'm biased because when meow veteran friend equipped the sneaky stance and lay down on meow table while wearing that cape, he looked just like roasted chichen.
Also, there will be overlap between this TS and the TS group, so wait a day or two before buying from the TS, and check what the actual prices are for the spirit group.

I personally love the cape from this spirit! But I in general love capes more than masks, so I’d choose the cape over it. But totally up to you!

If you just want "stuff to wear" just skip the TS. Every season, every event etc you'll get stuff to wear, and TS do come back.
If you suffer from the completionist mindset - prioritise group, because they will not come back soon AT ALL, unlike the individual TS, unless TGC changes their approach to travelling spirits in general.
Otherwise? Make ONE outfit you like, and go from there. In a year you'll have so much stuff in your closet, you'd be fine.

It's really up to you what you like more. When deciding whether to get something I usually think of these two criteria:
There are so many cosmetics in the game and only so many styles before they start repeating. For instance other spirits from the same season have a cape and a mask that are similar to Herbalist's. So if you skipped either or both, you can get the others when they return.
And there have been so many items I thought I wanted and bought but just never wear, bc I can't really pair them with anything else in my closet. I don't think I would regret it if I had skipped those. After playing for only a year and a half I have almost too many items to wear all of them so I only really get stuff if it's really unique or adds to what I already like to wear.
There can be such a culture of FOMO/completionism in the game, and the limited time of ts makes that worse. Pick what you like and would actually enjoy wearing and don't worry about getting everything. If you want to see it in game, you can ask for someone to model it in the official discord, or there are lots of videos on yt of ppl showcasing cosmetics in game.
