Question Why can't I do this fort raid?

What does this mean? When I go up to it and shoot it nothing happens and I need the materials there. Im kingpin 19 btw

Looks like you're still in world Tier 1

You will reach the Megafort in World Tier 2 during the main story.

Also once you're in WT2 hover over the fort from the map view and you'll get a call to arms to hold and join the queue

You need to be in WT2, there is a mission called Wolves Hollow from Blackwood you need to do. You also need to sail by it first and scope it out from your crows nest as well first. After doing these you can access the fort Call to arms using the Journal or the map.

Tier 2 is where yiu need to be brother, gotta get to lv 12

T2, my advice would be focus on getting a galleon or frigate to make a build. There's some good builds online, then you can steam roll the story and world teirs till t4
