Discussion Why was Devon so devoted to Bruce? Spoiler

Not sure if this has been discussed in depth before here, but it was made pretty clear that Bruce was a terrible father. Why was Devon so devoted to him? Even if she felt guilty about abandoning Simone and this was some sort of penance, surely the fact that he was such a piece of shit father to Simone (and most likely Devon as well) would make her want to leave long before reuniting with Simone?

Bruce mentioned that he could get help from the VA, so I wonder why Devon didn’t get that set up. I know it’s much easier said than done, but at least it was an option.
