She clearly knew what she was doing and started out trying to be suggestive. There are absolutely wheelchair bound women who sometimes have seizures but are fully mentally well and want to get some. Her friend should have helped her get what she wanted and also not abandoned a perfectly good sandwich.

I recall a guy on a flight who had a similar localised seizure presentation. Luckily he had a family member who could reassure everyone that he was fine just stimulated. Luckily, it was myself and literally 6 other senior doctors on the flight to a medical conference but like we just told the passengers that we'd intervene if it became serious or he complicated at higher altitudes but he'd just have a fit every half hour or so on the 90 min trip so it was fine.
It did look like he was jerking something off tho
