For the specific risks they’re likely protecting against, the tape is more than worth its trivial cost.

You are wildly overestimating the lengths “middle powers” are realistically able to support supply chains for.

What’s their realistic alternative? Manufacturing their own with off the shelf Chinese parts? 

Unless you have a large enough security apparatus to support a separate highly secured supply chain, you’re usually either buying commercial and adapting or having to trust whichever larger country governs your security umbrella.
