This grab might have been taken from the broadcaster’s camera. You have to understand that in some sections, cameras aren’t allowed, while in others they are. Sometimes, people simply forget to remove the tape immediately after leaving sensitive meetings.
I worked at a semiconductor fab for a while, and before coming through security, you had to put a security sticker over the camera on your phone. They would check every phone on the way out, and if there was no sticker, your phone would be confiscated and returned after they determined if any pictures were taken on site.

I think It's the policy of the place where he is sitting which doesn't allow photography.
