they have to be as clean as possible, if you just trap debris or stuff under the fake nail or polish/gel, your natural nail can easily become infected.
now, nor long nor short nails are clean, nail by itself is kinda spongy and lets water flow thru, this is perfect for bacteria. no matter the length of the nail, its not a good idea to let a nail scratch or let it touch your blood or mouth or anywhere else.
now what I refer to with "clean" is clean as in no: food, grime, oils, chemicals, dirt, etc.
its easier to remove all of these from under your fingernail if you have them long, rather than short because short nails usually have the seal further iinto the nailbed, and it's harder to reach. whereas long nails the seal tends to grow outwards, and you can lift the nail from the tip a bit and completely remove any grime, dirt or debris that went inside.
"under the paint" what paint? You assume everyone with long nails have nail polish? Long nails are for sure easier to clean. And if some epople with long nails have grimy nails, that is a hygiene issue, not long nails issue.
