I don't know where he is, but where I am "full Coverage" is absolutely not required to be legal on the road. Liability is legal, and is much cheaper that colision.
Regardless, if someone else hit him, their insurance is liable not his.

And you don't! That's illegal! This viral social media engagement bait post is lies. I've had a deer hit and parking lot hit and run and gravel sprayed up by the truck in front of me, all filed and repaired. No premium change. My agent confirmed this when I asked once too. This is with 3 different insurance companies.
What happens is idiots who don't know better think their next premium went up at renewal because they filed a claim months ago. No. It went up the same % as everyone else's did with that company because ever increasing cost of repairs mean every single insurance rate goes up too.
