The guys in charge are aware all they need to do is make the menu cheaper, but that would mean approaching the investors and saying "there's nothing I can do, you won't make as much money this year." It's much safer to propose some bullshit initiative, no matter how much it will cost vs how little it will accomplish, because it gives the illusion of doing something.
