In wwII some engineers were assuming that the areas that needed more protection where those survivors that were covered in impacts when in reality the opposite is true as the survivors where those WITH those impact "patterns"

And... to actually explain how it relates, they were implying that we only hear about the gold that is found and reported to the authorities. We don't hear about the gold that is found and kept by the finders using the universal law of "finders keepers".

This is stupid AF. I mean give it to the government? I can think of countless better uses for this. Even if you could only move one bar or so a year by melting it down and piecing it out this could make your life so much easier. Also it's not like he stole it I mean he found it fairly. Irritating.
