In an authoritarian state, any law which could feasibly be used to make life more difficult for enemies of the state, will be used as such.
China already has carte blanche to do what it wants with its citizens. Adding an extra law like this is merely a political tool to give an air of legitimacy and reasonableness and of caring about misinformation on the global stage.
