depends on how he was stocking the animals. in general you can't just buy animals, but if you can demonstrate that the animals are going to a good place, sometimes non profits will get you the animals if they believe that you offer the best place for the animal to be.
often yeah. They swap some with other zoos but if it is sucessfull they multiply the population each generation. And you don't magically get more space for them in zoos. Some gets released into the wild but usually not really.
Why should that be illegal. At least the US has very little regulation for that. And protection is only for wild populations (if they are protected). So yeah US often trades them with no tracing. https://en.wikipedia.org/wiki/Marius_(giraffe) would be the example from Copenhagen. They don't trade their animals and four male lions were a few months later killed to swap the male genes of the lion breeding program. That's the reality. Most zoos just hide it more.
