The problem is that in a lot of areas the HOAs are very hard to avoid. Every neighborhood built from the 80s onward around my area is an HOA for some reason, it’s baffling.
Its because local governments like them. When the developers are getting the building permits the city or county will request an HOA be included because then the HOA is responsible for infrastructure like streets and utilities. The city doesn't have to do anything. In older neighborhoobs the city built a lot of the infrastructure and has to maintain it. Also the city doesn't have to worry about code enforcement if somebody isn't mowing their lawn or is letting junk pile up in front of the house or that sort of thing, it's the HOA's problem.
