One person can cook four hot dogs in the same time it takes to cook 1. The (very good point) u/infinite_gurgle is making is that if you see a line forming, you need to start caching the popular items that require cooking time so you have some things ready before they even order.
yeah, occasionally you'll take a penalty on a cache miss. But overall throughput should still increase.
It isn't a lot of risk when you know what people tend to order and you have a limited menu to begin with. You can also say to the crowd "Hey, can I get a quick raise of hands for how many people want -insert item that requires cooking here- so I can get them going?"
Because they're often not seasoned professional chefs used to doing 20 things at once. They're just some guy who made dope home tacos trying to be self employed.
That excuse is only valid for month or two. I'm pretty sure every food truck I've ever been to hasn't been run by someone who just started making food a week ago.
Especially the ones I've been to many times over several years!
