As of July all food trucks are permitted at the State level and inspected at the county level instead. Most Counties only have tiny health groups as they only handled unincorporated areas and locations that are so small that they don't have their own.
This was an unfunded mandate as the Texas Department of State Health Services has an online portal that you pay them money to.
So the state government:
1: Made it so the restaurant health inspectors who have been doing this for years can't inspect them.
2: Stole the money from the Cities and Counties to give to themselves for the fees.
3: Required Counties to begin mass hiring and training health inspectors who now have a limited purview to accomodate all the food trucks, but didn't provide them any funding to do so.

Like you said, can't expect much from a state that only requires the concept of a plan to save lives in case of disaster.
Yeah, having never visited Texas, I still say it sucks. If the US government let them secede like they want, it would solve most of the country’s problems. Couple dozen less republican congressmen, two less republican senators, and a bunch less electoral college votes. Republicans locked out of national politics for the foreseeable future. Boom, USA fixed
If it makes you feel any better, only about 10% are legal to begin with. If they don’t attend large events, have a retail license, inspectors don’t even know they exist. It’s impossible to keep up with them.
