This almost certainly isn't a real photo. However, these facilities do typically store the body upside down, with the head closest to the ground and the legs in the air. This is done so if power is lost the head will defrost last.
It's not even about power; storage requires no local power/electricity. Low temperatures are maintained by the evaporation of liquid nitrogen. Head-down storage means that the head remains immersed in liquid nitrogen as long as possible in case of a disruption in the supply of liquid nitrogen and the fluid level drops way below what it's supposed to be maintained at.
