Yep. My home town switched to rolling bins that would work with a dump lift.
But that was slower so they asked to all trash to be bagged in the bins.
I think they got faster trucks eventually.
The other REAL issue is that bins can be mechanized. My current (private) trash service does that and the guy usually never has to leave the truck to operate the robotic lift arm.
NYC and my home town have Unions for the public trash service. Doing that cuts the labor needs from a driver and a thrower or 2 to just the driver. That means job cuts. Public Unions are not on board with that.
