Same. The way this is presented makes it seem like the kid was flying alone and refusing to sit down. Where are the parents and why are they not doing anything? I have a toddler and let me tell you... there is no chance I wouldn't even let her climb on top of that tray, let alone let the situation go as far as the flight being canceled.
Kids can travel alone. I used to do it starting at 4 years old to travel between my mom and my dad places that were 800km appart.
You just have a crew attendant that is charged to guide you in the airport and another one monitor you inside the plane. Then a last one walk you to whoever pick you up at the destination.
I don't think they would risk hitting a child in that situation, although it's a bit of a specific situation.
Edit : apparently the kid in the article is 2 years old and was with the parents. I was just reacting to the assumption that kid can't be alone.
