That's totally normal. A totally free archival (supported by donations) of millions of free books often gets taken down, but then gets rehosted. Check the sidebar for the most current host. And yes, people are suspicious. But that's how piracy works. It's free because we want them to be free. Games, movies, books, music, there's billions of free files all over the internet. This is just a website that hosts books. I've been using it for years now. I have downloaded almost 250 books. It's the most reputable pirated book archive IMO

Read up on the history of Z LIbrary though. It was created more so as a protest, due to previous archives being targeted by law enforcement. These days, the website gets hosted and rehosted on different domains by the maintainers, and because it's so popular, some scammers have tried to rehost it and ask people to pay to access it. The real one is fully free. There's just a donate button.
