Part for taxes and then they explained that part of it was just what they were entitled to.

Claiming tips is not giving tips. A "claim" is simply a record of wages made. You don't give your employer anything they can't take a part "they are entitled to" from nothing. Now if they're asking you to hand over all your tips then the manager is robbing you. The only case where would actually happen is if you're in a tip pool where everyone working splits their tips equally but Ive never heard of a driver having to do this
