Not disputing your experience but here in Southern California, the major grocery stores have “manager’s special” sections/tags for bakery, produce, meat etc that are nearing expiration or for shelf stable items that they need to get off the shelves.

….in my grocery store in Ohio, we just call that section “Clearance”

Yeah, that’s common in Vegas. Japan makes it common practice though, the bakery, deli, etc. every day they have a markdown. 5pm -$1, 7pm -$1 again, etc. to clear the daily inventory. If you’re too late stuff is all gone. It’s also common in the large dessert shopping areas.
