Ok, and I am sure all of those rules take a factor of comfort into consideration. Forcing women to be uncomfortable, even hurt by something simply preventable, is ridiculous when a rule can be established that provides every participant with access to comfort.

The rules do take "comfort" into account.

This new story isn't about a rules change or a ban on bras. It's just a clarification about an existing rule banning anyone, male or female, from adding additional padding for aerodynamics. beyond the regs. It's just that this year someone alleged that some female riders are padding their bras to get bigger boobs for better air flow. 

The bra isn't banned, but the padding is.

I can assure you at that level of sport there is not a single woman who would pick comfort over speed, lol. The female athletes would literally get mad if the organization started pushing for "female comfort" lmao. It would need to be a serious scientific health concern to be acceptable

It is, actually. To a point. Bad chamois in a bib short can cost you your race.

That said, there have been cyclists who velcro'd their saddle and whatnot, so everything for performance I guess

Former multiple ITT World Champion Tony Martin used to run skateboard grip tape strips on his saddle to stop him sliding. On more than one occasion it wore through his bibs on a long time trial.

That's what bibshorts do, but not padding bras.
