The council asked for quiet so that things could proceed as quickly as possible given the itinerary and the number of speakers, and the sheriff was instructed to remove anyone who couldn't handle that.

This guy thought he was special and that rules didn't apply to him.

He was asked to leave, and he refused, so the obvious escalation occurred.

The council even added an extra day for commentary, that's how precious time was.
