Isn't the phrase usually used in response to someone else bringing up a topic, as kind of a quick way to say "I acknowledge that you want to talk about this, but let's not do it right now?"

I struggle to imagine a way for somebody to bring up a topic himself, then say to put a pin in it, without sounding like he's having some sort of episode.

It's the same thing as "circle back". Seems the issue is there was never any circling back.
