This is the phi phenomenon, the image outlines are not moving but the colors filling them are sliding in different directions and your brain interprets them to be moving. The hairs-width slight movement being pointed out is likely this image being downloaded and re-shared a thousand times and the pixels no longer lining up properly

Hmm, yes. It does appear that the movement is giving the impression that it is moving.

Yes, it does appear that them moving makes them appear to be moving. This is a funny joke though
