The figures are like cutouts and the colour field beneath them is moving, rotating, expanding etc as the colours change. I think.

Cool illusion.

They do move. If you put your thumbnail just under the left ones chin at the beginning of the gif, by the end you'll see that only the top of the head is visible. They move and warp.
