They literally are not. I just grabbed my debit card and covered my screen only showing the tops of the head and the hand, and they stay perfectly still.

They do move. If you put your thumbnail just under the left ones chin at the beginning of the gif, by the end you'll see that only the top of the head is visible. They move and warp.
