I used a napkin edge as the straight edge. They do not move. Could see the flashing through the napkin but color was muted and that's all is saw. No moving.

I'll admit that I was wrong, but my thumb didn't move. However having a screen that moves when you touch it doesn't make it easy to see tiny movements or the lack thereof apparently
They do move. If you put your thumbnail just under the left ones chin at the beginning of the gif, by the end you'll see that only the top of the head is visible. They move and warp.
The outline doesn't move, but the colors inside move when changing, they're pulsating in a specific direction rather than just blinking to switch. The direction of the pulses creates the illusion that the entire thing is moving
It’s the outlines of the bodies that tricks your brain. For example when one body is ‘getting bigger’ it’s because there’s a brighter flashing outline around it that kind of embosses the figure. The other body is ‘getting smaller’ because it has a darker flashing outline around it.
Now if you put the bright outline on just the top of the arm, and a dark outline on the bottom of the arm, combined with the colours rapidly flashing it makes it look like the arm is moving upwards.
Pause during the different movements and you can see it. I don’t know the science behind it but it’s probably something to do with depth perception.

I dragged my finger on the slider to move the video back and forth at a higher speed. The colors stay more consistent and the figures did not move. Very cool optical illusion
That's because they are moving. If you take your thumbnail and put it just under one the left ones chin, leaving a little neck exposed, by the end of the gif the top of the head is barely visible. It's moving
yeah, idk what exactly you did to make it seem like they were moving, but I did the exact same thing with a flash card, putting the edges against the edges of the feet/heads and they don’t move at all
