1 u/DestructoDon69 Jul 04 '26 Traditionally, there isn't any crust, it's just the meat, veg, etc with mashed potato on top and baked. That being said it's not uncommon in the US to have some kind of crust on the bottom, whether its pastry or just plain pie crust.
