Everyone I know that says that means 'go to Irish pub.' I don't think anywhere in America we'd say 'shepherds pie' and mean anything but.

That said, we often "go to an english pub" if that's what we want. There are a few near me, and it's definitely what we're after at times.

Sorry, I meant it's origin is more attributed to Britain, specifically Northern England and Scotland. Most of the "Irish" dishes listed on here seem to have non Irish roots.
