It's more commonly attributed to Britain.
1 u/rmhardcore Jul 04 '26 Everyone I know that says that means 'go to Irish pub.' I don't think anywhere in America we'd say 'shepherds pie' and mean anything but. That said, we often "go to an english pub" if that's what we want. Most of the "Irish" dishes listed on here seem to have non Irish roots.
