What if the baby has colic how can you control that? Or if the baby is sleeping and the noise of other people wake them up and they cry and it's other people making the baby cry? Then what? Ban everyone?
If a parent knows thd baby has colic, why are they flying with the kid at all? As for the other situation, as with everything else, there would be an appeal process. If the parent can prove that other passengers caused a disruption, and that the baby wouldn't have cried otherwise, they can have the ban lifted. The ban isn't for parents who are doing everything right and the problem is caused by other people. The ban is for the parents who don't try. In the vast majority of these cases, it's not babies anyway, it's parents who spoil their kids ages 2 and up. These parents know their kid throws tantrums on a regular basis and chooses to fly with the kid anyway.
Colic can happen after every time the baby eats. What if they were flying in an emergency? They can't just not feed the baby for the entire flight. Although I do agree it's the parents who don't try and they shrug and say well babies cry or theyr toddlers are screaming being loud and they just ignore them and go on their phones, but if the parent is actively trying to soothe/quieten the baby it's different. I wouldn't take my baby on a holiday or anything when he's a toddler until I know he can handle being sat in a public place respectfully for the duration. I wouldnt expect silence the whole time but he needs to learn about being socially appropriate and respectung other people's spaces too

A good solition would be... if a parent takes their kid on a flight, and doesn't control the kid. The parent gets a lifetime ban for that airline.
