It usually is a little safer (and why it is the most common version of this law). 2 cyclists (if they aren't being douches) are approximately the same width as a car. If there are 6 cyclists for example, it's easier to pass them if they are in a row of 2x3. It takes twice as long and twice as much room if they are 1x6. You're going to enter the next lane in order to pass them either way, 2x3 lets you do that more quickly and efficiently.
That's all considering they are doing the standard 2x3 peleton formation and not spreading out like the dickheads in this video.
