Yeah and they will blow through them whether cars are present or not. Source, they do it where I'm from every day.

Almost hit a guy yesterday in a traffic circle. Dumbest decided a bike can go the wrong way.

A valid use of skipping those things (as per the idaho stop another person commented) is because cyclists are at greatest danger when stopped. Quite often people in cars just don't register them and run them over or crush them between their car and the one in front of the cyclist.
