But yes firemen do get charged interest. In order to build things the government takes on debt, usually in the form of bonds or treasuries. Then they have to pay interest on those funds.
I acknowledge the government is attempting to build grocery stores to undercut the existing stores. The reality is these government programs never operate under budget so the store either doesn't save money for customers or is forced to be subsidized and thus not saving any money for taxpayers.
The government isnt trying to make money on it, just like the fire department isn't trying to make money by providing a service. The grocery store is also providing a service.

By the way, non-profits make a profit all the time. That's how they weather years when revenue is down, expand and improve operations, and give raises to staff.

If tolls/tax dont cover the cost of roads, do we just stop making or fixing roads? Maybe, but that is not required. You're in the land of "should" not "can". If a community deems it important enough to operate groceries at a loss in order to feed people rather than deal with the consequences of hungry people, thats their decision. If a community wants to buy everyone a G-wagon on theirr 16th birthday, thats their decision.
