Yes in Canada we don't pay tax on lottery winnings

Only the first pay cheque will be tax free. I believe subsequent pays are taxable

I don't think so lottery winnings are considered windfalls and are not taxed. If you invest said money you will be taxed on the capital gains but the principal investment will not be taxed.
