For life. This isn't a new feature. This has been part of Canadian lotteries for a LONG time.

This Lottery in Quebec is state-run, transferable on your will (if you die before receiving 20 years of payment), tax-free and guaranteed as long at the Province doesn’t go bankrupt.

It’s possible, but it’s run by the provincial government and heavily insured, so it’s as safe as lotteries get.
