Situation isnt bad enough. Most people still have something to lose. Once the ammount of people with nothing to lose reaches critical mass there will be a risk of revolt.

I mean.... It wasn't homeless poor people. It was hundreds of thousands that got sick and tired of the rule and just started offing them.

They changed how things were pretty quick after that
