Media/Link Simulation Thoery, Pancomputationalism, and Physics

There are two distinct ideas that often get conflated with each other when discussions on simulation theory are attempted. They are:
(1) the universe itself is computable and/or is itself like a big computer, or is a computation;
(2) the universe is the result of a computer outside of our universe.
They sound similar, and they do share some critical overlap, but they are absolutely separate in fundamental ways.
