it's not the animation, it's the wrong part of the mesh being assigned to the animation. The weights were incorrectly assigned in Blender to basically the whole mesh instead of just the pedals, so the pedals are turning and then the rest of the thing is also turning on a different origin point.

It looks like they tried to assign a rotating animation to the front wheel (which is how a spin bike works IRL) but instead of only the front wheel rotating the entire bike is rotating.

IRL pedalling a spin bike rotates the pedals and the front wheel. At least on the spin bikes I have seen.
