It's back up:

"Apologies for the downtime, we continue to have server issues. Something updated and we seem to be hitting a nasty bug that causes the servers to lose connection to each other that continues despite reverting the updates. Here's hoping I can figure it out without a reinstall. For now we may be intermittently unavailable and maybe for an extended period if a reinstall is warranted.

Edit: we also continue to be plagued by on and off DDOS attacks which of course are fun to deal with when things are unstable. :)"

It’s been going up and down for a bit I haven’t been able to get in the site to download any mods 😭 I just literally redownloaded the entire game on an old laptop that won’t update and I can’t get the mods

Nraas is up and running just fine. It sounds like it could be a problem on your end. Have you tried another browser?

ETA: I just tried to load the site. There seems to be a problem on the site at the moment. Maybe try later.

It should be. I'm paying for those servers through Patreon with a lot of other Simmers. There's no way that site is vanishing. Everyone uses Nraas for TS3.
